In 2002 the World Bank conceded to the Ministry of Education of East-Timor a trust fund to implement the development project FSQP (Fundamental School Quality Project). A team of international and local Architects and Engineers developed the design of several school buildings' prototypes, aiming to rehabilitate the education sector with new infrastructures, equal distributed by the whole country.

Projects for 13 basic schools (one per district) and 65 primary schools (one per sub-district), were fully developed until its construction phase, which was later supervised by the Timorese technicians, these last ones, today responsible for the continuity of this development project.
